What is the Flexible Spending Account (FSA) / Commuter Benefits option?
These options help you manage out-of-pocket health care, dependent care, and commuter costs and lowers your federal taxable income by setting aside FSA dollars before they are taxed. Our plan administrator is National Benefit Services (NBS).

With an FSA or Commuter Benefits account, you can cover the cost of eligible out-of-pocket health care, dependent care, or commuter expenses with “before-tax” dollars, almost like an automatic “tax deduction”. The dollar amount(s) you choose will be transferred from each paycheck, before taxes are deducted, and contributed to your account. Then, use your NBS Benefits Card to pay for eligible out-of-pocket expenses or submit a claim for reimbursement. (Note: Health Spending Accounts are not exempt from state taxes).

How much can I transfer to my account?
Each year, you choose an amount to be transferred to your account from your paycheck. It is recommended that you base your designated amount on predictable expenses. The amount you choose will be transferred in equal installments from each paycheck throughout the year. Maximum contribution amounts for plan year 2023 are as follows:

**Health FSA: $200 annual minimum / $3,050 annual maximum
**Dependent Care FSA: $200 annual minimum / $5,000 annual maximum
**Commuter Mass Transit Benefits: $300 monthly maximum
**Commuter Parking Benefits: $300 monthly maximum

* Copayments
* Contact lenses and cleaners
* Dental care

* Hearing aids/batteries
* Lasik eye surgery
* Prescribed smoking cessation programs

* Child day care
* Before- and after-school day care
* Day camps
* Elder day care

Which out-of-pocket commuter expenses are eligible for reimbursement?
Specified expenses having to do with transit and parking are eligible; see flyer for info.

What is an NBS Benefits Card?
Participants are issued their own debit card to pay for eligible out-of-pocket expenses; use it to pay your copays and other expenses on-the-spot. The amount of your out-of-pocket expenses is automatically deducted from your account, so no receipts or claim forms are needed.

How can I learn more?
See the materials below for more information. You can enroll in the FSA during Open Enrollment, typically held in the Fall for a January 1 effective date; watch for future announcements. Once enrolled, you must re-enroll each year to continue in the program.

You can enroll / disenroll in the Commuter Benefits option at any time during the year; you remain enrolled until you make a change.
