The Flexible Spending Account (FSA) / Premium Only Plan (POP) and Commuter Benefits options help you manage out-of-pocket medical, dependent care, and/or commuter-related costs and lowers your taxable income by setting aside your contribution amount before taxes are applied.

Each year, eligible employees have the opportunity to enroll / re-enroll in the FSA offered by the Burlington Township Board of Education. Watch for information as Open Enrollment nears. You can choose to enroll / disenroll in the Commuter Benefits option at any time during the year; you remain enrolled until you make a change.

How does it work?
If you participate, you will elect to have a specified amount of pre-tax money deducted from your paycheck each pay period. These dollars are subtracted from your gross earnings before taxes and put into an account(s); once enrolled, you will be issued a debit card; present your card at the time of payment to make qualified purchases for medical goods and services, dependent daycare services, and commuter-related expenses. Alternatively, you may submit a receipt for a qualified expense and be reimbursed from this account.

Who is eligible to participate?
Anyone who is eligible for District health benefits is eligible to participate, even if you decide not to enroll for health benefits.

What expenses can I submit for reimbursement through the Medical FSA?
Common expenses that qualify for reimbursement through the Medical FSA include: copays, deductibles, prescriptions, and vision / dental expenses. In order to be eligible, expenses must be:

1. For medical care.
2. Incurred by you, your spouse, or eligible dependents.
3. Incurred during the period of coverage / grace period.
4. Not be reimbursed by any other source. (Per IRS regulations, qualified medical expenses are not paid for or reimbursed for under any other health plan coverage. Therefore, you cannot use your FSA card for medical or prescription copays that you are submitting for reimbursement elsewhere.)

What about over-the-counter medications?
Over-the-counter drugs not prescribed by your doctor do not qualify as an FSA expense. To be reimbursed for over-the-counter medications, you must submit your claim with a prescription from your doctor. This rule does not apply to reimbursements for the cost of insulin, which will continue to be permitted, even if purchased without a prescription.

What expenses fall under the Dependent Care FSA?
Common expenses that are eligible include tax-reportable daycare facilities, after-school programs, summer day camp, and in-home babysitters. In order to be eligible, the expenses must:

1. Be for employment-related expenses.
2. Be incurred to allow you and your spouse (if applicable) to be gainfully employed.
3. Be for your child who is under the age of 13 or for your spouse / tax dependent who lives in your home and is incapable of self-care.

How do I get reimbursed for expenses?
The easiest way to use your funds is by using your debit card at the point-of-service. The card can be used at any medical facility and pharmacy that accepts MasterCard. The debit card also pays for qualifying dependent care and commuter-related expenses on-the-spot. When you use your card, funds are automatically deducted from your account to pay for eligible expenses.

How do I access my FSA online account?
Once your enrollment is received and entered into the system, you will be able to create your account information online:

1) Go to flexfacts.com.
2) Click on the "Participant Login" button on the top of the screen.
3) Click the "Register" green button at top of screen.
4) Enter a new Username and Password along with all other requested information. Note:
• Your Employee ID is your Social Security Number
• Your Employer/Enrollment ID is GBSBURBOE
5) Set up your user name and password. Note that your password must be between 8 and 16 characters long and contain 3 of the following: an UPPER CASE letter, lower case letter, special character (%, !, @, etc.), number.

Once you log into your account you can access your account information including balances and claims history. You can also access your account information between 8:30AM and 7PM by calling 877-94-FACTS (877-943-2287).

What happens if I have money left in my account(s) at the end of the year?
Our medical / dependent care FSA plan includes a 2-1/2 month Grace Period. This means that, although the plan year ends on December 31, you have an extra 2-1/2 months to use your contribution. For example, the current plan year, you have until March 15 of next year to incur and su bmit FSA claims. Be aware, however, of the "use it or lose it" rule: any contributions left in your account after the Grace Period are forfeited.

Any unused Commuter Benefits funds remain in your account for as long as you are an active participant in the plan. Note, if you disenroll from the plan, you forfeit any remaining balance in your account.
