Employees eligible for District health plans are eligible for the Flexible Spending Account (FSA) plan. This option helps you manage out-of-pocket costs and lowers your taxable income by setting aside your contribution amount before taxes are applied.

**Your benefits are more affordable
**Your spendable income increases
**You pay less in taxes

What is a Flexible Spending Account (FSA)?
With a Medical FSA, you can cover the cost of eligible expenses with “before-tax” dollars, almost like an automatic tax deduction. The dollar amount you choose will be transferred from each paycheck, before taxes are deducted, and contributed to your Medical FSA account. Then, use your Discovery Benefits debit card to pay for eligible out-of-pocket, medical-related expenses or submit a claim for reimbursement; see forms below.

Our FSA administrator is Discovery Benefits.

How much can I elect to contribute to my Medical FSA?
Each year, you choose an amount within a given range to be transferred to your Medical FSA from your paycheck. It is recommended that you base your designated amount on predictable expenses. The amount you choose will be transferred in equal installments from each paycheck to your Medical FSA account throughout the year. Maximum amounts are announced during each FSA Open Enrollment.

What out-of-pocket medical expenses are eligible for reimbursement?
Specific out-of-pocket, medical-related expenses are eligible for reimbursement from your FSA. Visit the Discovery Benefits Eligible / Ineligible Expenses webpage for help.

What is the FSA debit card?
All FSA participants are issued their own debit card to pay for eligible out-of-pocket expenses; use it to pay your copays and other medical-related expenses on-the-spot. The amount of your out-of-pocket expense is automatically deducted from your FSA, so no receipts or claim forms are needed.

When can I enroll in the FSA plan?
You can join the Medical FSA by submitting a Data Collection Worksheet to the Health Benefits Department during each FSA Open Enrollment (typically held in January/February for a March 1 effective date). Once enrolled, you must re-enroll each year to continue in the program.

Can I access my account online?
After your effective date, you can register for the Discovery Benefits Consumer Portal. Once registered, you can view transaction history, submit claims online, report a lost or stolen debit card, and much more.
