Employees eligible for District health plans are eligible for the Flexible Spending Account (FSA) option. This option helps you manage out-of-pocket health care and/or dependent care costs and lowers your taxable income by setting aside your contribution amount before taxes are applied:

          **Your benefits are more affordable
          **Your spendable income increases
          **You pay less in taxes

What is a Flexible Spending Account (FSA)?
With an FSA, you can cover the cost of eligible out-of-pocket health care and/or dependent care expenses with “before-tax” dollars, almost like an automatic tax deduction. The dollar amount you choose will be transferred from each paycheck, before taxes are deducted, and contributed to your FSA account(s). Then, use your Horizon MyWay debit card to pay for eligible out-of-pocket expenses or submit a claim for reimbursement; see forms below.

How much can I transfer to my FSA?
Each year, you choose an amount within a given range to be transferred to your Health and/or Dependent Care FSA from your paycheck. It is recommended that you base your designated amount on predictable expenses. The amount you choose will be transferred in equal installments from each paycheck to your FSA account throughout the year.
What is the Benny card?
All FSA participants are issued their own Horizon MyWay "Benny" debit card to pay for eligible out-of-pocket expenses; use it to pay your copays and other expenses on-the-spot. The amount of your out-of-pocket expense is automatically deducted from your FSA, so no receipts or claim forms are needed.

When can I enroll in the FSA plan?
You can join the FSA by submitting a Election Form to the Business Office during the FSA Open Enrollment. Once enrolled, you must re-enroll each year to continue in the program.

What happens if I have money left in my FSA at the end of the year?
Be aware, however, of the "use it or lose it" rule: any contributions left in your account after the Grace Period are forfeited. Contact the Business Office for details.

Can I access my account online?
After your effective date, you can register for an online account. Once registered, you can view transaction history, submit claims online, report a lost or stolen debit card, and much more.
