Employees eligible for District health plans are eligible to enroll in the Healthcare, Dependent Care, and Commuter Benefits accounts. These options help you manage out-of-pocket costs and lower your taxable income by setting aside your contribution amount before taxes are applied.

What is a Flexible Spending Account (FSA) / Commuter Benefits Account?
With these options, you can cover the cost of eligible out-of-pocket health care, dependent care, and/or commuter expenses with “before-tax” dollars, almost like an automatic tax deduction. The dollar amount you choose will be transferred from each paycheck, before taxes are deducted, and contributed to your account(s). Then, use your debit card to pay for eligible out-of-pocket expenses or submit a claim for reimbursement.

How much can I elect to contribute to my account(s)?
Each year, you choose an amount within a given range to be transferred to your account(s) from your paycheck. It is recommended that you base your designated amount on predictable expenses. The amount you choose will be transferred in equal installments from each paycheck to your account throughout the year. Maximum amounts are announced during each FSA Open Enrollment. For the March 1, 2024 through February 28, 2025 plan year, the maximum contributions you can make are as follows:

Healthcare FSA: $3,200 maximum
Note: there is a $640 carryover for unused Healthcare FSA funds into the next plan year.

Dependent Care FSA: $5,000 maximum

Commuter Benefits:
Note, unused funds automatically roll over to the new plan year unless you make a change.

Qualified parking: $315 maximum per month
Qualified vanpooling/transit passes: $315 maximum per month combined
Note: you must have funds in your commuter account before you can spend them; you can change your commuter contribution amount at any time.

What is the TASC Card?
Participants are issued their own debit card to pay for eligible out-of-pocket expenses; use it to cover expenses on-the-spot. The amount of your out-of-pocket expense is automatically deducted from your account, so no receipts or claim forms are typically needed. Learn more here.

When can I enroll?
You can join the Healthcare/Dependent Care FSA by submitting the Data Collection Worksheet during Open Enrollment to the Health Benefits Department during each FSA Open Enrollment (typically held in January/February for a March 1 effective date). Once enrolled, you must re-enroll each year to continue in the program.

The Commuter Benefits option is a month-to-month benefit, so you can enroll / disenroll at anytime during the year.

What happens if I have money left in my account at the end of the year?

• Healthcare FSA: be aware of the "use-it-or-lose-it" rule; any funds left in your account after the applicable carryover is applied are forfeited.
• Dependent Care FSA: there is no carryover of funds allowed; unused funds are forfeited.
• Commuter Benefits: any funds left in your account can be carried into the next year, if you continue to participate.

Can I access my account online?
After your effective date, you can register for a TASC Online Account. Once registered, you can view transaction history, submit claims online, report a lost or stolen debit card, and much more.
